The place
Monaco-Ville sits on the headland everyone calls the Rock — a flat-topped plateau between Port Hercule and Fontvieille, with cliffs on the seaward side. There is no gentle way up. Place du Palais stands about 60 metres above the water. You climb the Rampe Major from Place d’Armes, drive the steady gradient of Avenue de la Porte Neuve, come round by Avenue de la Quarantaine, or take the lift from the Parking des Pêcheurs.
On top, the plan is a handful of narrow lanes — Rue Basse, Rue Comte Félix Gastaldi, Rue Émile de Loth — running back from Place du Palais. The core is closed to vehicles. Day-visitors fill it and then leave, and the evenings are quiet.
The buildings
The Rock is one of Monaco’s two secteurs réservés, and what can be built or altered there is tightly constrained. So the stock is old-town houses — tall, narrow, shoulder to shoulder along the lanes, rendered façades with shutters. No towers, no glass. On Rue Basse and Rue Comte Félix Gastaldi the ground floors are shops and restaurants and the flats sit above them. The large buildings are institutional: the Palace, the Cathedral, the Palais de Justice, the Conseil National.
Day to day
Most of what you need daily is on the Rock: the Mairie and the post office on Place de la Mairie, the Pharmacie du Rocher on Rue Comte Félix Gastaldi, the école of the Institution François d’Assise – Nicolas Barré on Rue Princesse Marie de Lorraine. The same school’s collège and lycée are off the Rock, on Avenue de Roqueville. Food shopping is not. For that you go down to the Marché de la Condamine on Place d’Armes, and come back up on bus 1 or 2. The Jardins Saint-Martin run along the cliff.
Who it suits
It suits people who want an address with a settled character and are content to organise around it. The trade-off is access. Only vehicles registered in Monaco or the Alpes-Maritimes may drive up; anything else needs a derogation from the Mairie, and otherwise parks below. Deliveries are only allowed between 07:00 and 10:00; anything outside that window needs a derogation from the Sûreté Publique. The main car park is the public Parking des Pêcheurs, shared with the tourist traffic. Expect no pool, gym or concierge.
